Newgrounds.com has both funny and serious work. I don't know how much actual anime they have, but probably very little. I have found many references to different anime and the use of anime music in some of the stuff. I've also seen some stuff that was anime-inspired, but most of it just isn't done in an anime style.
It's a free site that doesn't require you to sign up or become a member or anything so I would just suggest you check it out and see what they have to offer. It's all user created flash animations and some of it is really awesome.
